Mayor DePiero: "We don't have a lot of power to control it."

That's right folks. Mayor Dean DePiero admitted in the Sun Post this week that this great city of Parma falls under the big colossal thumb of the Ohio Revised Code. The Sun News is reporting that the Sewer Fees are blindsiding the residents of Pleasant Valley Road. One resident, Thomas Hill said, "We don't expect them to change the amount, that's pretty well fixed." (Sun News, 6/22/2006, Joe Noga).

Mr. Hill is looking for an extension to go beyond the July 5 deadline to pay the fees. Joe Noga writes, "DePiero said that if extending the period was an option, the city would accommodate the residents' requests. But Ohio Revised Code sets the deadline at 30 days from the passage of the ordinance." (6/22/2006, Sun News).

The ordinance in question was created on June 5, 2006. This ordinance approves the sale of bonds in the amount of 1.2 million to pay the fees up front basically. The Ohio Revised Code only gives Parma's residents 30 days to pay the fees, or have their property taxes increased for the next twenty years.

Now the BIG question...Why does Parma fall under the Ohio Revised Code? Why? Someone should call mayor Dean DePiero and ask why his administration, this council, and the residents of Parma must listen to the Ohio Revised Code?

BECAUSE Parma does not have a charter. If Parma had a charter we would not fall under the thumb of the Ohio Revised Code. If Parma had a charter, the mayor and the administration could give the residents one or two years to pay the fees.

If Parma had a charter, the mayor would not have the lame excuse, "We don't have a lot of power to control it. We're following what the law says has to happen" (Noga, Sun News, 6/22/2006). Here is another classic example of this administration and this council letting the residents of Parma down.

With a charter, these poorly represented residents on Pleasant Valley would have some semblance of dignity to protect their property rights. With a charter, the elected officials in this city wouldn't be able to blame the Ohio Revised Code on continuously letting the residents of Parma down time after time after time.

All the residents of Parma should join up in solidarity with our neighbors on Pleasant Valley Road by calling in complaints to the mayor's office and to council. Apparently we must call our reps in Columbus as well...since Parma has no charter, and since we fall under the lame excuse known as the Ohio Revised Code.

It's up to the voters of Parma to vote on and pass a charter. As I recall, the voters have consistently rejected votes to pass a charter. Blame yourselves, not City Hall.

How can you blame not blame city hall? Let's discuss the facts: in the early 90's, the charter defeat was led by Chuck Germana when the City Council President position was to be eliminated. In 2003, it was a city hall backed majority of charter commissioners who added taxes to the charter (by the way...Chuck Germana played a role in that as well). The taxes killed that charter try. And again in 2005, City Hall led a defeat of a charter try by spending upwardds of 30,000 dollars to defeat a citizens group trying to get a charter for the city....yes indeed....blame City Hall and the administration. I would hate for you to debate Fago in this topic...he would smoke you like a cheap cigar.
